STORK 2.0 Project has a clear manageable work plan detailed in work packages (WP), which will run in parallel but with fluid coordination over the whole duration of the project and are structured as follows:

WP1 Project Management

WP1 responsibility is to ensure the smooth operation of the project in terms of day-to-day management and interfacing with the European Commission. This Work Package deals with the general management issues that need to be addressed for the successful operation of the project. Such issues include the establishment of the appropriate communication links between the project partners, the successful and on-time completion of all activities, the creation of reporting and quality control structures and procedures, the representation and communication with external entities, primarily the European Commission, and all financial-related activities concerning funds and budget allocation.

WP2 Existing Infrastructures and Resources

WP2 identifies and analyses existing identity infrastructures and resources used by member states participating in the pilots. The main WP goal is establishing the basis upon which the pilots will be developed and identifying existing technological and semantic gaps between: the existing STORK common infrastructure, the existing infrastructures to support the pilots and the pilot requirements.

WP3 Legal and Trust Analysis

The objective of WP3 is to provide support to the STORK consortium on the legal/trust aspects of the pilots and the eID infrastructure of STORK in general. In conjunction with WP2, WP3 provides essential support and input to WP4 and WP5, ensuring their work is driven in due consideration of the legal and trust findings. STORK 2.0 envisages two main improvements with clear legal/trust implications: the expansion of the project to cover roles and mandates (especially with respect to legal entities), and the closer integration with private sector e-IDs.

WP4 Common Specifications & Building Blocks

In order to realize the vision of a Single pan-European Electronic Identification & Authentication Area, some open, common specifications and corresponding building blocks need to be agreed by all involved parties, to put in practice the electronic Identity Management (eIDM) infrastructure which fulfils the STORK 2.0 requirements and thus facilitate mobility and enhance the Digital Single Market and commercial services. One of these requirements is the consideration of the autonomy and responsibility of each of the Member States to pursue their own eIDM goals and make appropriate arrangements thereto remain unchallenged (principle of subsidiarity) in consideration of existing national technical, organizational and legal aspects, including possible no-gos.

WP5 Pilots Coordination

STORK 2.0 Pilot Applications are conceived and designed to implement and test the common specifications and building blocks designed in WP4, taking them to real-life settings. WP5 will thus be validating the new STORK 2.0 common interoperability infrastructure for eID and its user-centric, privacy-respecting mechanisms for secure transfer of advanced identity attributes (from trustworthy attribute providers to the respective attribute consumers and providers of advanced eServices based on electronic authentication of legal and natural persons), including different forms of mandates where needed.

WP5.1 eLearning & Academic Qualifications

The general objective of the pilot is to build on the outcomes of STORK a set of academic services that can be used by citizens, government and companies. Concrete objectives of the pilot can be summarized as follows:
  • Build cross-border academic services based on the exchange of identity attributes (e-learning and opinion surveys)
  • Facilitate the use of academic information by government and private organizations (job qualification / selection.
The pilot will build upon the outcomes of the STORK project in order to provide a set of academic services that can be used by citizens, government and companies. These cross-border academic services, involving the exchange of identity attributes, will facilitate the use of academic information by users, government and private organizations, while also attempting to demonstrate the possibility of integrating other existing services concerned with the verification of certificates acquired in training courses other than those given by the Academia.

WP5.2 eBanking

This pilot demonstrates how traceability in European financial business can be improved. The pilot creates better control without – and this is of key importance – creating new limitations to business. Furthermore, the pilot will show how STORK 2.0 may help to increase work and life place mobility of citizens in Europe by giving them easy access to essential services such as opening a new bank account across borders online. The pilot helps to meet the needs of SME’s with cross-border activities in Europe. By including further attributes (i.e. procuration), the STORK 2.0 eBanking pilot increases transparency and security in cross-border banking transactions made by legal entities.

WP5.3 Public Services for Business

The objective of this pilot is to enable legal entities using online public services in other countries (via the representation by their legal representatives or delegated persons/entities), so avoiding the different treatment vs. domestic enterprises. The pilot is focusing in two wide Use Cases which are current procedures that need enhanced pan-European infrastructure for the management of the eID for legal persons, so to reduce administrative burden and avoid frauds.

WP5.4 eHealth

The eHealth pilot intends to form a bridge between the two domains of eGovernment and eHealth in the field of eID, thus enable patients to access their health data in a foreign country using their national eID mechanisms. It will use STORK as a source for authorisation attributes from local health IT-infrastructures and applying them for authenticating Health Care Providers (HCPs). Supporting mandates, i.e. patients delegating their access rights to someone else. Expanding the standard role-based situation with health care professionals (organisations or natural persons) acting on behalf of patients, the pilot will allow for explicit representation also by other persons like family members or lawyers, as applicable. Representations can be restricted for e.g. certain purposes or time periods.
The pilot will allow access by health care professionals from foreign emergency services to a patient summary from his home country in a "break the glass" procedure, where e.g. the patient is unconscious and the healthcare professional needs access to the patient summary without formal consent by the patient. STORK will be used as a source for authorisation attributes from local health IT-infrastructures and will apply these attributes for authenticating Health Care Providers. It will also foster mobile eID support as a concept that considerably facilitates eID usage at points of care.

WP6 Pilots Evaluation

The goal of this WP is to evaluate the actions developed as per the pilots in WP5. The evaluation focuses on the pilots’ benefits realization and assists in improving the working of the pilots, therewith strengthening their impact. The evaluation focus on the ability of the pilots to proof the concepts delivered in other work packages towards the joint outcome of the STORK 2.0 program, and towards demonstration of realization of benefits by the WP5 pilots.

WP7 eID as a Service Offering

The goal of WP7 is to convert what has been built and tested so far, into a commercially packaged product/service that is usable and implementable in governmental and private sectors. The research question of this work package is: "What needs to be offered as a service so that a European citizen, company or Government can authenticate a citizen/customer/legal entity or be authenticated in his/her own country or in any other MS by using the authentication tool of his/her choice including the necessary attributes?". STORK 2.0 envisages evolving towards an open-source marketable development tool. To that end, market implications have to be analysed. This academic exercise is essential to evaluate STORK’s value and sustainability in the long run. The research done within this work package will rely on management, marketing and innovation in order to formulate and evaluate different possibilities and opportunities to market STORK. Making STORK functionalities and standards available and transparent is vital to ensure market pick-up.

WP8 Marketing, Communication & Dissemination

The main goal of WP8 is to disseminate findings of the project effectively; to engage key stakeholders for knowledge sharing; to launch an effective internal and external communications strategy while proactively assisting other work packages in terms of communication to meet their outreach objectives.
